Residential parking permits

• You live permanently at an eligible address within Willoughby City Council.
• You own your vehicle and its registration certificate shows your residential address.
• Your vehicle is not a caravan, box trailer or boat trailer and must not exceed 3 tonnes.
• A residential parking permit may be issued to a company vehicle, with appropriate documentation.
• The number of residential parking permits depends on the property type and how much off-street parking is available in your residence.

Strata title property

• Units or townhouses that received development approval after 30 June 1998 and/or an occupation certificate after 30 June 1999 are not entitled to a residential parking permit.

Torrens title property

• No permits will be granted to residences with three or more off-street parking spaces.
• Long and wide driveways that can accommodate 2 or more cars, similar to tandem parking spaces are considered as off-street parking spaces, subject to Council’s assessment.

Fees are used to offset the cost of signposts and management of the resident parking schemes.

Residential parking permits are valid for 12 months and permits must be renewed every year. 

Depending on your circumstances, changes can be made to your residential parking permit.

If you are transferring permits to a new car:

If you wish to transfer your permit to a new car, including changes to the model, make or registration of the vehicle, we will need to cancel your old permit before you will be able to reapply. You will need to return your old permit to Council either in person or via post.

After the current permit is cancelled, you will be able to apply online for your new permit.

If your vehicle is damaged or stolen, and you are using a replacement vehicle

If you get a new car and you have a permit, we will need to cancel your old permit before you will be able to reapply.

If you still have the old permit, you will need to return your permit to Council either in person or via post (it doesn’t matter if your permit is torn).

Change or replace permit enquiry

Administration and implementation of resident parking schemes is subject to the Transport for NSW Permit Parking Guidelines. New residential parking schemes must be implemented in accordance with the requirements outlined in these guidelines.

Residents may write to Council seeking the establishment of a resident parking scheme in their street.

Council officers will then monitor on and off-street parking activity and, if it appears that a resident parking scheme may be warranted, residents will be surveyed to determine if there is support.

If Council can establish that there is compliance with the Transport for NSW guidelines and support for the introduction of restrictions, approval will be sought through the Willoughby Council Local Traffic Committee.
