Affordable housing design and construction - Abbott Road, Artarmon

Council has listed the design and construction of an affordable housing development at 3 Abbott Road, Artarmon, as a multi-year Operational Plan project.

Council currently operates 37 affordable housing dwellings leased to very low to moderate income key and essential worker households. The re-development of the site will provide an important contribution to Council’s affordable housing target of 70 additional affordable housing dwellings by 2026.

The Abbott Road site is well located within 250m walking distance to Artarmon Station and local centre. The site is adjacent to residential flat buildings and across the road from the Artarmon Public School.

Design work has been undertaken and the development application was lodged in December 2022. A thorough pre-development application process has been undertaken to ensure the proposal is suitably designed to achieve the required social, statutory planning and financial objectives for the project.

The development application proposal contains 12 units distributed across two buildings connected by communal foyer with a mix of 1, 2 and 3 bedroom dwellings. The proposal also includes a single basement carpark level containing 8 x car spaces. A communal open space terrace and playground area is provided orientated towards Hampden Lane. Pedestrian access to the development is provided from both Abbott Road and Hampden Lane.

The proposal aims to achieve a compliant contemporary design that responds to the site characteristics and respects the existing adjoining unit buildings located to the north and south. The design is sensitive to the existing front and rear streetscapes, site density and impact on the amenity of the adjoining properties.

July to September 2023 Community consultation is complete. Concept design is complete and the development application has been lodged. Awaiting DA determination.
