Apply for a hoarding permit

When would you need this?

For installation of a builder’s fence or a hoarding within the road reserve, including on the nature strip or footpath.

What you need to know:

  • Class A hoarding requires a minimum footpath width of 1.5 metres available after installation of the hoarding.
  • For Class B hoarding, only container or gantry style hoardings are permitted.  Scaffolding is not permitted with the road reserve.
  • Class B hoarding requires a structural engineer’s certificate.
  • Builder’s fence is only permitted in residential areas.  Class A plywood hoarding is required within the CBD, St Leonards, local centres and industrial areas.
  • Builder’s fences are to be located within 1 metre of the boundary.
  • If parking meter spaces are affected, 100 percent of parking rate will be added to the usage fees.

Step 1.Fees and charges

  • Payment of the application and assessment fees will be charged on lodgement.
  • Usage fees will be determined during assessment and will be payable prior to issue of the permit.
  • Check Council's adopted fees and charges.

Step 2.What you will need to provide

  • Hoarding plans (mandatory).
  • Public liability insurance certificate of currency (mandatory).
  • Structural engineer’s certificate for Class B hoarding.
  • Site plan or sketch showing location of hoarding with full dimensions off the site boundary and kerb line.
  • Sections of the proposed hoarding, which include structural details, location of the boundary, location of the kerb and distance of the hoarding off the boundary.

What happens next

You will receive an application reference number which you can use to track your application. 

Once an initial assessment has been undertaken by Council, you will be advised if any additional information is required or if Council requires changes to the proposed hoarding.

When Council is satisfied with the application, you will be advised of usage fees and asked to confirm dates.  The permit will be issued once the usage fees are paid and dates confirmed.
