Legislation

The main documents containing legislation and guidelines that influence Heritage Items and Conservation Areas have been gathered here for your convenience.

Willoughby Local Environmental Plan 1995
Part 7 of WLEP 1995 contains special provisions for heritage, which aim to conserve heritage, integrate conservation into the development process, involve the public in conservation, and insure that new development doesn’t have a detrimental effect on an area’s history.
Schedule 6 of WLEP 1995 identifies Heritage Items that are classified as being of State or Regional significance.
Schedule 7 identifies Heritage Items of local significance.
Sheet 14 is very helpful for Conservation Areas, and is available from the Help & Service Centre.

Willoughby Development Control Plan - Part H - Controls for Heritage Items and Heritage Conservation Areas
This plan is for buildings and places with heritage value, to ensure that these values are retained.

Conservation is the process of retaining this value. It involves the process of preservation, restoration, reconstruction and adaptation. It aims at preserving as much as possible the significant aspects of a Heritage Item or Conservation Area.

 Attachment 4 - Design Guidelines for Environmental Heritage
This document supports the WDCP and provides more detail on conservation principles while providing details of various building styles and periods. It provides details on fabric, roofs, walls, windows, colour schemes, and specific forms of development like pools, additions, tennis courts and car parking.
