EP&A

These plans outline the state system of environmental planning and assessment and define other related plans and their authority. They provide the underpinning of other plans in place.

Environmental Planning and Assessment Regulation 2000
Environmental Planning and Assessment Model Provisions 1980

Although the Model Provisions have been repealed they still apply when mentioned in an existing planning instrument, which is the case in Willoughby.
