Certain development proposals in Willoughby are known as Major Projects or "Part 3A" Projects. These development proposals are not determined or assessed by Willoughby Council but by the NSW Department of Planning.
Development may be declared a Major Project to be assessed under Part 3A (Major Infrastructure and Other Projects) of the Environmental Planning and Assessment Act 1979. These projects, which are ordinarily assessed by the Department of Planning, require the Minister for Planning's approval because they are of a particular type or are within a state significant site or other specified site.
