Draft WLEP 2009

This report (and the supplementary report) provides most of the detail of the background information and research undertaken in formulating the Draft WLEP 2009.  The various attachments provide individual topic sections on residential development; business centres; open space; industrial areas; special uses infrastructure and unzoned land; sustainability and the environment; and heritage conservation.  The report covers the whole Willoughby City local government area with the exception of Chatswood Central Business District (CBD).  The research for Chatswood CBD is detailed within the Council report of 28 July 2008.

Please note: the written version of Draft Willoughby Local Environmental Plan 2009 at Attachment 1 of this report is now superseded by the version on exhibition.

In addition, the maps referred to in Attachment 1 were superseded by the addition of Chatswood CBD and by instructions to change by the Department of Planning. See the exhibition version of the maps.   Please note that this report has been partially superseded by the first Section 65 Certificate issued by the Department of Planning on 8 July 2009, and the second Section 65 Certificate issued on 15 February 2010 to allow exhibition of the draft Plan. The Section 65 Certificates changed certain provisions within the plan.

Chatswood CBD

This report provides the background information and research for the new Draft WLEP 2009 for Chatswood CBD.

Please note: the written version of Draft Willoughby Local Environmental Plan 2009 referred to in the Council Report as Attachment 3 is now superseded and not shown in the exhibition. The latest version can viewed in the exhibition version of the Written Instrument.  In addition, the maps referred to as Attachment 4 are also superseded by changes instructed by the Department of Planning.  The latest versions can be viewed in the exhibition version of the Maps. The draft amendments to Willoughby Development Control Plan referred to as Attachment 5 were further developed and the subject of a separate report to Council dated 7 December 2009.

Please note that this report has been partially superseded by the first Section 65 Certificate issued by the Department of Planning on 8 July 2009 and the second Section 65 Certificate issued on 15 February 2010.  The Section 65 Certificates changed certain provisions within the plan.

Heritage Listing - Vanderfield Building Royal North Shore Hospital

This Mayoral Minute proposes to include the Vanderfield Building and 4 other buildings within the Royal North Shore Hospital site as proposed Heritage Items within the Draft WLEP 2009.

Heritage Listing – 9 Centennial Avenue Chatswood

Council resolved to list 9 Centennial Avenue Chatswood as a proposed Heritage item within the Draft WLEP 2009.

First Certificate (Section 65 of the Environmental Planning and Assessment Act 1979)

Report to Council on receipt of the first Certificate from the Department of Planning.  This Certificate allows Council to exhibit the draft WLEP 2009, subject to a number of changes required by the Department.

The report details the requested changes to the Draft WLEP 2009 as required by the Department of Planning’s Section 65 Certificateand some changes made by Council.
